Copy & Paste values paste the cell's below value

I have a file that is acting oddly. When I copy a cell (img 1) and paste values (img 3) to the same cell Excel is pasting the cell directly below that intended cell (img 3). I have never seen this before. Ideas?

I have tried both as within a table and not within a table. Also, I am pasting values as the file is (was) using a vlookup from another file, thus using either a formula or static value in the cell results in the same.

Can you upload the actual file? Your images may not be showing everything. It may be: Merged cells? Filtered cells, a host of possibilities. The images simply may not be enough to go on.
