Ruler does not print as indicated

Hello everyone,

I am going crazy over this and have spend already at least 2 hours trying to figuring out how to print accurately on fields within a pre-printed form.

1. The page view is set to page layout and I can see the horizontal and vertical ruler. Everything is set to inches which seems to work best for excel in North America (recently had to change from metric to inch).
2. I measured the fields on the page I need to fill, lets say 2 inches from the top and 2 inches from the left
3. Page Layout: margin to 1 inch all 4 sides, header/footer at 0.5 so they don't get in the way.
4. Then I align the cell be where the field will be including deducting 1 inch for the margin. E.g. at 1/1 inches from the ruler width/height instead of 2/2 (which I thought at first the margin would not change it)

The result is that the printed cell is close to the desired area but never on point. I can obviously print, adjust the lines a bit and then repeat the process until it fits but I just can't believe there is no straight forward way to align this properly, there must be.

If anyone knows a trick or what I am doing wrong please let me know

I never figured out why the measurements don't work and why the ruler is basically useless other than a general direction. I used trial/error to fill the right spots...
