Cell content over watermark moves depending on zoom

Hi!

I have my document set up with a watermark on each page (this seemed like the only way to have a picture behind the cells). Only about 3-10 cells on the page will have content (formulas), and the intent is to align those cells to the watermark behind them so the numbers are in the appropriate spot.

If i'm viewing at 100%, things are fine. When I zoom in and out of the page, the content of the cells moves. I thought it was just a viewing glitch, but it seems like when I attempt to print, the content stays in the wrong place.

It seems like a really odd issue, seeing as how the number of cells doesn't change. Please let me know any suggestions you may have. THANK YOU!!
