Permissions Issue, Limiting Editing Except 1 Unlocked Sheet

I have a Google Doc with loads of travel information:

I have all tabs locked except for "Interactive Search."
I want to maintain consistency with my editing the information (Travel Master sheet) but have anyone be able to be able to use the data validation set up on that search sheet.

Any help to redo the permissions?
