How to use MOD(ROW Function with INDIRECT Function to get a value on another sheet serialy

Please see my excel sheet. In the RANKS sheet in column F3 I have the value 1032 of cell U15 of sheet X. I want the value 1028 of cell U38 of sheet X in cell F4 of sheet RANKS when I copy down the formula from cell F3 to F4 and so on. Please help.
