All cells in my protected sheets are locked, which seems to prevent users from using the tab key.
Is there a way around this?

Using the tab key normally allows Excel to move to the next available cell. When the sheet is protected, no cells are available for editing, so tab won't work.
If you leave some cells not marked as locked in a protected sheet, then the tab key will cycle through the unlocked cells.

No. You can set whether the user has the ability to select or not select locked cells, but the actions of the tab key are fixed.

Sorry, I think we are not on the same page
All cells on my protected sheet are locked. The user however is allowed to select these locked cells.
Nonetheless, the tab key does not work.
I want the user to be able to cycle through locked cells as well.

The tab key will only cycle through cells that are available for editing - on a protected sheet locked cells are not available for editing. You can tab through the cells you have left unlocked.
This is irrespective of whether you have elected to allow users to manually select locked or unlocked cells.
