How to look-up value with multiple criteria, the 1st criteria is exact & 2nd nearest

    Question How to look-up value with multiple criteria, the 1st criteria is exact & 2nd nearest

    I have attached file with and original and desired output. Please help me creating formula. 1st criteria is exact match and 2nd is greater nearest not lower nearest.
