Review Ribbon Tab => Changes Panel => "Protect and Share Workbook" button
In the dialogue box, click the tickbox for "Share with track changes"
And put in the optional password.
That's pretty much the upper limit of what you could do to lock Track Changes on. Password protection inside Excel is not terribly secure -- it's designed to prevent accidents or mistakes, rather than protection. So if any of your users decided to circumvent the password and remove Track Changes anyway, it's a Google search away.

Post Attachment: Click [Go Advanced] under the reply box; then click [Manage Attachments] to launch the attachments dialogue.

Thanks so much for that suggestion! I think that's the ticket, at least in so far as providing that level of safety.
