Copying conditional formating from one cell to multiples

I know I am doing some very stupid mistake, but I need a simple advise.
I have created following conditional formatting for cell B1.

Then copied cell, selected B3:B19 and pasted "Formatting". I have expected that B3 will be compared to H3, B4 will be compared to H4, etc. However, I got this - somehow single cell was compared to range. How can copy conditional formatting from B2 to cells bellow ?

Use 1 conditional formatting only.
Format B2:B19 with blue color as default.
CF for red color in cell B2:
Cell Value <>$H2
Copy format to B3:B19

Use $H2 and $B2 instead of $H$2 and $B$2. Copy that to your range and it should work fine.
