Formula for determining value based on a number of varied inputs

Appreciate some thoughts on how best to determine the best value for money proposal

I am trying to develop a formula that would score a number of companies based on the following inputs:

Resource capability with resource at level 1 being the most capable and consequently having a rating of 10 down to a resource with a capability 8 with a capability score of 2.
% of time allocated by resource over the total number of days

Scoring the resource effort and capability against the total price to come up with a score.

The intent is to assess the true value offered through calculating the appropriate skill level proposed for the appropriate level of time. The output would score each company (in the example attached) from 1 to 4 with 1 being the highest and 4 being the lowest.
