List of choices, how do i assign them?

Background: Out of a group of 100 people, 11 have been assigned the task of communicating with the other 89. I asked these 11 who they are able to reach out to, so 11 individuals gave me names of other individuals they can contact, out of a list of 100 (including themselves).

Each of these 11 people has given me a list - each of varying length - of people that they can contact. In my spreadsheet, I have listed each of these 11 names in row 1 and the 100 names in column a. If person in C1, for example, knows person in A30, there is a "1" in cell C30.

How can I create a list of names for each of the 11 people to contact, based on the lists they gave me? Because some people gave a list of 5 and others a list of 25, there are some people (in Column A) that are on three lists and some that are on zero. Is there a way to assign each of the 11 people a list of 9-10 people to call, based primarily on who is on their list?

If you highlight cells B1:L1 and then go to Data and Filter you can then click on each filter and un-tick (Blanks) and click OK then it will leave you with the names that person needs to contact.
