Conditional formatting with OR and AND

I want to combine OR and AND to come up with a desired result in conditional formatting but it wont work for me:
my attempt so far is:

=OR($F2="VRI",$F2="Quoted",AND($H2=""))

So I want it to look at cell F2 first and if either of those are present AND H2 is blank then the value is true and the cells can be highlighted.

Oh shoot, I made a mistake, I need it to check for either H2 to be blank AND I2.

=AND($H2="",$I2="",OR($F2="VRI",$F2="Quoted"))

doesnt do it

Is that possible?

The formula in post #5 works just fine in conditional formatting for me.
