Excel 2016 Error: "Cannot Access the File" When Opening Workbook

I get an error when opening excel and Enabling Content :

1 - (We can't connect to 'link'. Please make sure you're using the correct web address).

And when clicking ok:

(Microsoft Excel cannot access the file 'link'. There are several possible reasons:
* The file name or path does not exist.
* The file is being used by another program.
* The workbook you are trying to save has the same name as a currently open workbook.)


I already tried to disable the add-ins also clean the Name Manager/Formulas/Objects references and links as described in the "LINK B" below.


Does anyone have an idea on how to solve this issue?
