Do you need to post the whole picture? There are many ways to cut the bit you need. Snipping tool is useful (windows accessories) full screen should be around 200k in PNG format.
I just attached the image. Followed instructions on the 'learn more' hyperlink and it said it would go away once i chose 1 of 2 options. I've chosen both, closed and re-started excel yet it's still there. It's messing with my line of sight. Any help appreciated.

On the assumption that your question is not seen by anyone who has previously encountered this problem, we will need as much information as possible to try and figure this out.
Has this been there since excel was installed, or after an update? (including windows / driver updates).

Optimize for best appearance. It says once I choose and restart it will disappear but I've chosen one, restarted and its still there. Then i choose the other, restart and it's still there. Never showed up before two days ago. Maybe I should check if there is a restore point and roll back. Also, i did have someone remote in and i checked control panel to see if the app was there to uninstall it and maybe that would make the difference but the app is not there. I also use Outlook and not sure if there is any connection. I know it says to restart Office but I do not see options for that. Only closing and re-opening the particular office apps. Excel and Outlook are the two that are open on a daily basis. The other office apps get used intermittently
The same problem. I use two monitors at the same time. That won't happen if one is tuned off. Or if both of the monitors are configured without any scaled-up.
