The attachment has the original data base in blue column headings and what I need to have shown in the yellow column headings. As you will see, the lead cells have the type of crime shown only once but lists all same crimes by Indicent Number. I need to bring the crime category name to each cell that has a missing crime name within that crime category.
I am using Windows 10 and Excel 2016.

If this is a one off exercise the easiest way is as follows
1. Select columns A:F
2. Click 'Merge and Center' in the Home tab to unmerge all the cells
3. Select column A
4. Hit F5 and pick Goto Special Blanks OK
5. In A3 enter the formula =A2
6. Hold down the Ctrl key and hit enter
Repeat steps 3-5 selecting colum B

Select columns A:B and unmerge all cells
Press Ctrl+G (Go To) > Special Cells > Blanks
In the formula bar, type = then press up arrow, press and hold the Ctrl key, then press Enter
Select columns A:B again, copy, Paste > Paste Special, Values
