Format for Phone Number - Won't work

I cannot format a group of cells for "phone". If I double click a cell, then click on the cell below it, the phone formatting occurs. But it will not format more than one cell at a time. My data (see below) will format for phone (see first cell) if only I double click the cell then click on the cell blow it.

How can I get a large group of cells to format for phone without double clicking them one by one?

Ah ha! Your response got me to approach it from another direction. The cells first have to be converted to "number" format then they would format for phone. Apparently, the data I had stored them as text. Once I converted to number they formatted correctly. Thank you very much!
