Unhappy Real Date and Time Appearing as Default (01/00/1900) - no obv solutions

So a client sent me 4 CSV files, extracted from her old system, to be imported into our new system. 1 of those files shows the data in the date and time column as just 01/00/1900 and a time. I have played with the formatting. I have downloaded the file, converted it to a .txt, opened in Excel using the text import wizard to specify the formatting of the columns in question. I have gone into options and checked and also unchecked "transition formula evaluation" and "transition formula entry".

    None of these work.

The person who extracted the data INSISTS that this particular sheet has both date and time data in it, has sent me screenshots of it looking just fine on his screen. What am I doing wrong???

I have attached a small sample of the data, with identifiers removed

Can you attach one of the screenshots? There appears to be text in the OrderDate field.
