    How to shade cells - but keep cell borders

    I change the colour of a row or column.
    All cell outlines are colored.
    How do I change the color BUT keep the outlines of cells.
    I know it's always been like this on Excel.
    But surely some genius thought sometimes people might like to keep outlines?

    I don't really want to change the color of outlines.
    I'm happy with the dull grey color it has.

    EDIT: I've just tried changing the borders of entire worksheet,
    It doesn't matter what color you choose, it always makes it black.
    The current version I am using is Excel 2013.
