Want numbers to be restate based on manual input

Hi everyone,

What I want to create is a way that I can automate numbers from previous Calendar Quarters.

I get databases from different sources where my latest information is up to July'18, therefore I am starting CQ3'18. As I have a new Quarter I want to input '1' in CQ'3'18, while CQ2'18, CQ1'18 both restate into '2' and '3' respetively, however, when new months approach a need to restate '1' depending on the latest Quarter.

I attach a file with an example and description of what I want to try to accomplish.

I propose the following:
1) Populate column G with the first date of each month and format the cells: 'mmm'
2) Populate column H using:

One concession here is that you'll need to add three months at a time i.e. in addition to just putting the date 10/1/18 in cell G31 you'll need to put 11/1/18 in G32 and 12/1/18 in G33 (of course you can just select G29:G30 and drag the fill handle down to G33).
