But A3,A16,A29,A42......(Increment of 13 in successoin) cells cant repeat values....

A bit confusing.... Mybe this in F6:
=INDEX(C:C,1+4*(ROWS($1:1)-1))&""
and this in E6:
=IF(F6="","",INDEX(A:A,1+4*(ROWS($1:1)-1)))
