Later versions of Excel have an ARABIC function complementary to ROMAN.

There's a mistake in Jose's formula. It should read:
=ROMAN(MATCH(A2,INDEX(ROMAN(ROW($A$1:$A$10000)),,),0)+MATCH(B2,INDEX(ROMAN(ROW($A$1:$A$10000)),,),0))
