Some comments don't show in one worksheet

I have an issue where some of the comments in one sheet of a workbook will display when hovered over, but others will only show the thin black arrow, but no comment (see images below). If I click "Show All Comments", the same comments will be visible or not shown. I also went to Options > Advanced > "For cells with comments, show:" and verified that it is set to "indicators only, and comments on hover." I have tried restarting Excel and the computer, as well as updating Excel, but nothing seems to have helped yet. Has anyone else seen this issue and found a fix for it? Thanks in advance for the help.

A straw to grasp: Move the cursor to the horizontal line attached to the comment arrow, right click on it, select "Format Comment", select the "Size" tab and make sure that "Height" is not zero or close to it.

Thanks for the tip, though that unfortunately didn't help. I can only right click on the comment if they are set to show all, because if I move the cursor off the cell when show all is turned off, the arrow and comment just disappears. The arrow doesn't show up when all comments are shown either, so that's a bummer. That seemed like a good train of thought though, I was hopeful.

I don't see where I would set this. Can you elaborate a bit?

I found that option on one of the comments that is showing, and it is already set to Don't move or size with cells. For the ones that aren't showing, I don't have a way of getting to that menu, since they don't even show when "Show All Comments" is turned on. Excel does seem to recognize that they exist though, as I can hit previous/next in the toolbar, and even though it won't show them, it will cycle through the comments that aren't showing, and then select the next shown comment when one of those comes along.

Does anyone else have any thoughts on this? I still haven't been able to fix it.
