Not quite sure what you're getting at. Any chart will be ordered based on the relative size of the series values.
If the values are changing because they're dynamic and you still want an ordere by value series then you'll need to sort the series.

This is a sample worbook. The values are not sorted from lowest to highest.
Those numbers aren't dynamic they are fixed. Neither have you sorted them.
Put a column label in J3 and onclude that in the sort range. At the moment you are ony sorting the bottom two values.
