Question Double IF Then Concatenate Scenarios

Hi guy's I have a really simple problem here

I am looking to concatenate based off of 2 different values.

    for instance

    Double if(concatenate.jpg

I need all of the Cells in Column C to copy Column B and add a -R

If I use this formula in cell C1 then It will populate everything except for the cells in columns A that have the text 617.

    =IF(A1=139973,CONCATENATE(B2,"-R"))

I have also attached the file
