Excel Option setting does not go with file, right?

A dumb question here, whether any setting up in the Option cannot go with the file. If yes, how we can make sure other user can open the file with the same set up?

Recently, one workbook used in my team crashed after entering the data. After searched web, we found below solution. It solved my problem. But after I made below configuration change, I found this change only stayed in my computer. Others still had the problem.

Click on File --> Options --> Advanced.
2.In the Editing Options section, clear the checkbox for Automatically Flash Fill.
3.Click on the General tab.
4.Clear Show Quick Analysis options on selection.
