Index and match based on multiple criteria and returns multiple results

I'm looking for a formula to pull multiple results based on different columns meeting certain criterias. In my example attached, I'd like if possible column S to pull the names from column C that match all the criteria from column U

...confirmed by pressing CTRL+SHIFT+ENTER to activate the array, not just ENTER. You will know the array is active when you see curly braces { } appear around your formula. If you do not CTRL+SHIFT+ENTER you will get an error or a clearly incorrect answer.
