Multiple Rows As One Table Row

So I have my file setup as the image below. I'm keeping it simple so it can be edited with a phone. But I go through many, many of these in a week, and I'd like to be able to make this into a table so I can simply sort/filter. But it seems like I cannot have multiple rows behave as a single table row (single table row being where the thick borders are). Anyone know otherwise? It'd be hugely convenient, and I cant believe this isnt a table option yet. Thank you.

In order to have this converted to a table, you will need to eliminate all merged cells. Merged cells create more issues with data manipulation. They do not allow data to be normalized so that you can extract needed data through filters or queries.
