Extract Data & Ignore Conditions

Hi

I have attached a file with an explanation.

Require a formulae that states:
If there is no number or CTA column is zero, we take the pipeline number x multiplier to get adj.

If there is a CTA number (which is negative), we ignore the pipeline number and take the CTA number x multiplier = adj. but this must be converted to a positive number

Any help will be appreciated.
