Conditional Formatting Bug: Borders show on cells formatted to be filled white + no Border

I have a sheet that contains ~40 formatting rules.
For some reason, when I scroll through the sheet or make changes to cells, cells that are filled white with no border -> show their borders.


(Cannot post links since I'm new here, but there's no way to explain this without examples)

I notice that when I click the "Calculate Sheet" in the formulas tab, the formatting resets to the appropriate formatting.
I have placed an "Worksheet_SelectionChange" sub routine in to "calculate" the sheet on every click. This makes the borders disappear, but this is just a band-aid to the issue and would like to know how to fix this.

There is no way to diagnose this from looking at these images. We would have to have your conditional formatting rules, and a description of what you want them to do. You could attach a file with all data deleted leaving the CF in place.

It is possible that you have a corruption in your file, or even a bug. I have seen in one case a true Excel bug related to conditional formatting, and it sounds a little like yours, and I never found a way to fix it.
