    Aggregating time stamped data into four minute intervals with exceptions

    I've addressed this question in a previous post but because I did not get a satisfactory answer and I've noticed some incoherences in my dataset, I'm reformulating my question again.

    I've a dataset with 80-second time-stamped intervals that I would like to transform into 240-second time-stamped intervals (4 minutes). I've uploaded a sample of the data.

    However, some occasional intervals happen to be 160-seconds instead, which makes the transformation of the data challenging. Hence, I think the best approach is to select the rows having ":00" in their seconds format on column A, such as rows with times 09:36:00, 09:40:00, 09:44:00 etc.

    As for the values in columns B:D, they should be averaged when merged. For the rest of the columns E:N, values should be summed when aggregated. I've been stuck on this problem for a few days now so I hope I can get some help.
