Find data by matching two criteria

Can i use index and two match formulas to find cells that match two criteria? Does this work when the data is set up differently on two worksheets - dates going horizontally vs. dates going vertically? I tried to get this to work in my attached spreadsheet, but my formula is returning 0. See cell B6.
