The Requested Security Information is either unavailable or can't be displayed

I accessed the Properties of an Excel workbook and ticked DENY access to some user and now cannot recover (open or find) the file.

When I go into the Properties and Security it says "The requested Security Information is either unavailable or can't be displayed"

How do I recover the file?

How I sign in as Administrator- when I opened Properties the Security tab had all, I think, users who can access the file
