I am attempting to base arrow colors off % thresholds.
I have attached a test file.
Is there a specific way I can use formulas to set certain % ranges for the conditional formatting to reference?

If you change the Type to Number, and use the actual decimals in Value, the arrows should work properly.

You're welcome, and don't be embarrassed. I have no idea why the Percentage type doesn't seem to work, even though it looks like it should. As far as I can tell, you had everything set up correctly, Excel just didn't like it for whatever reason.
