Format of column changes from "CUSTOM 000" to "SPECIAL CHINESE(TAIWAN)" by itself

    Hello,
I am creating an excel file with 3-digit data in column B. The format that I made for column B was category:CUSTOM and type: 000 . However, when I looked at what it was , it showed as category: SPECIAL and type of (chinese writing)
and location of CHINESE TAIWAN. I tried to change the formatting to CUSTOM 000 several times , but it always showed up as SPECIAL CHINESE TAIWAN.
Does anyone know why this happens ?
    Thank You,
    Bizdanny

That happens to me as well.

You can avoid this by using the custom format "[$]000", so you do not select local settings from another country.
