    Is this capacity planning tool errenous

    Thanks in advance for taking a look.

    I’m looking to adopt the “capacity-planner” tool shown in the link attached. Unfortunately I am unable to understand how it works due to the following reasons:

    - when each individual’s utilisation rate is equal to or over a 100%, the colour coding is red. However, if under 80% the coding is green. My assumption is that coding would be green when equal to 100%, orange below 100% and red when over 100%


    What am I trying to achieve:
    - Track which individuals are over or under utilised, what projects they are working on and if each project has sufficient staff

    My ask:
    - based on my objectives, is this tool fulfilling my requiments?
    - is the colour coding errenous or am I mistaken?
