Post INDEX formula give Zero value

I am trying to fill the missing location in ‘column E’ for ‘column C’ based on the value in column A & B. But few lines are missing due to the first value of MATCH criteria is Blank.
    Please assist.

Sample data attached for easy reference.

    Try this instead:

    =IF(AND(D4="OUT",C4=""),LOOKUP(2,1/(($A$4:$A$10=A4)*($B$4:$B$10=B4)*($C$4:$C$10<>"")),$C$4:$C$10),"")
