Unable to Create A name in Name Manager

I copied a sheet and adjusted the data. I wanted to add a name so I deleted the name as it would not allow to change the scope. But each time I try to add the name, I get an error. It used to work fine.

I am adding following formula:

=ETC202!$Q$1:INDEX(ETC202!$J:$J, COUNTA(ETC202!$J:$J))

Every time I add the formula it add quotation marks to the sheet name.

='ETC202'!$Q$1:INDEX('ETC202'!$J:$J, COUNTA('ETC202'!$J:$J))

And When I change the name to correct sheet name, I get attached error. Looks like that a variable has been created with the name of the sheet. Will appreciate some help.

What is the name you are trying to create? What are the names that are already defined?

Don't worry about the quotes, it doesn't matter if Excel adds them.

It might help to attach your file. The paper clip icon does not work for attachments. To attach a file, under the text box where you type your reply click the Go Advanced button. On the next screen scroll down and click on Manage Attachments, which will show a pop-up window to Select and Upload a file. Then close the window.
