It can be done with PowerQuery:
1. Select the source table D4:H9.
2. With this range selected, click on From Table ... on the Data ribbon (Get & Transform section).
3. In the PQ window, select Column1 by clicking on its header, then go to the Transform ribbon and choose Unpivot Other from the Unpivot Columns drop-down.
4. Select the Attribute column by clicking on its header and hit Delete.
5. On the Home ribbon, from the Close & Load drop-down, choose Close & Load To ... and select a cell on your sheet.
All done.
