With your first time in A1, use this where you want the new time:

If you have the hours/mins in other cells, you could use the cell refs directly in the formula, something like this (hours in B1, mins in C1):

If you use commas as your decimal separator (1,23 instead of 1.23) then please replace commas with semi-colons in your formulae.
