The services range is the issue. Explain what you are trying to fo and what the answer should be in F9 (result).
Does this get what you want?
=INDEX(main,MATCH(C9,$G$2:$G$50,0),MATCH(D9,items,0))

Your ranges must match in size (height and length)
You are using $H$2:$Z$50 for your index range - thats fine
So your 1st match must be the range 2:50 - which it is not (as Ali pointed out)
Your 2md match must go from H:Z - which it does
