    Conditional Formatting

Hello guys, I am trying to work on a sheet to register some calls. The first column is the one which the person inputs the time she/he called. On another column, I would like it to go green after 3 hrs of the time that the person was called. For example, cell A1 shows the time of the call to be 9:00 AM; furthermore, the other cell in the other column should go green at 12:00 PM. I have tried just adding the time values but is not working. Can anyone please help? Thanks in advance.
