An array sum formula which can tally and distribute two different values

Hi all
I am a newbie to ms excel, is there any formula which can tally and divide a number horizontally in such a way that sum of those values in 'x' axis tally a certain number while sum of those values in 'Y' axis (vertically) tally another number which is manually fed in a certain cell. I have explained the problem in the attached excel sheet. Please help.

Hi. I'm not sure if I fully understand what you want... but as a starter, look at this. The orange coloured cells will lose their shading IF the conditions are met.
