I know this sounds ridiculously simple, but how can I insert an entire row UNDER a selected row? No matter what I try, Excel always insert the row above the selected row.

If you want to insert a row between rows 10 and 11, select row 11 and "Insert Row".
excel will always insert the row above the row you select.

If you are in a TABLE, you have the option of Inserting new Rows either ABOVE or BELOW
