How to duplicate a Row if a cell has some data?

Please see the attached file for some clarity.
In column B is the primary City name for a zip code.
Column D Might have some alternate city names for the same Zip.
How to add another row, for each alternate city name,
and make that added row Red text, like the "test12" worksheet.
Thus, making the "test11" sheet look like the "test12" sheet.
?
