Trying to force macros but getting “Active content has been disabled”

Hi I've set up in a workbook with VBA’s to force enabling macro's however instead of getting a message ro “enable macro's” I'm getting the message "some active content has been disabled" and this still allows users to access everything? How do I force enable this?

    Cheers

    Dave
