How do I protect a Listbox control on a protected sheet from being cut/moved?

I'm using Excel 2016. I have a Listbox control on a protected work sheet. The cell that the control is in, is unprotected so a user can select from the list. The problem I have is that even though the sheet is protected a user can do a Ctrl + X or right click cut and move it to another cell. Thank you in advance...

Try this method. See attachment with example and instruction.

BMV. thank you so very much for your time and example. I would never have thought of that method. I hide the second column to make it look like just one column and then I had two problems with it. First of all I wasn't able to use the delete key to remove an item from the list like you can in a single column list so I thought lets clear the contents with vba and that wouldn't work either as part for the merged cell was hidden. I'm currently working on another solution.

It's a shame the Microsoft didn't provide an option to protect the object.

    Thank very much!
