Rank of ranks with ties and no numbers skipped

I'm using Excel 2013 and I need your help. Please see the image below. I am focusing on the Overall Rank column in column N. This is a rank of ranks column and I need to rank with ties and without skipping numbers.
As you can see there are two ranks of "2" but "3" is missing. I want the rank of "4" to appear as "3" and so on. How do I do this?
