Read UP a column to find the next instance of a desired value (then VLOOKUP from there)

Hello! The following description is only meant to give a sense of the question -- it's recreated in the attached sample set for a clear illustration of what I'm trying to accomplish. And given the success this forum has brought me in the past, I'd like to thank anyone who gives this a shot in advance. THANK YOU.


Given Columns A, B, and C...
Where Column A (Level) is a whole number (1,2,3), and B (ID#), I need to add a formula in Column C.

The goal for the formula in Column C is twofold:
(1) The formula reads UP column A, searching for the next lower value than the value given in that row in Column A.
(2) Return the ID number from the row that was located by Step 1.

An example is spelled out in the sample set to make this clearer.
