Your sample file only includes the raw data. Charts don't analyze data for us, so the first step will be to perform the data analysis in the spreadsheet. It's not clear to me exactly how you intend to perform the analysis.
1) It looks like you want to break the analysis down into "bins". 0.5 micrometer wide bins or something else? Enter/compute your bin values in a convenient place.
2) You will need to generate your summary data based on the raw data and the bins. I expect this will be a FREQUENCY() function, a COUNTIFS() function, and/or a SUMIFS() function. Pay attention to how you build the summary table so that the chart will be easy to create:
3) if you make a good summary table, then creating the chart should be as simple as selecting the summary table, inserting a column chart, fixing up any data series mistakes Excel makes at chart creation, change the chart type of the cumulative data series to line and move to the secondary axis system.
