Keep date format when using a formula

I would like to retain the date format when using a formula that links to a cell with a date.

I have the correct date format in cell A3. It's formatted like so: 5/3/20

I have notes in cell L3.

I would like to combine the two like so using a formula in cell M3:

    5/3/20 > My notes

    Instead I get:

    43954 > My notes

How can I alter my formula to keep the date format?

    In M3 =TEXT(A3, "mm/dd/yyyy") & " > " &L3
